生物多様性国際自治体会議 準備会
生物多様性国際自治体会議の準備会,22日〜23日、名古屋国際センターにて。10月,インドのハイデラバードで開催される生物多様性条約COP11、そして2010年のCOP10で採択された愛知目標を自治体レベルで支えるための会議。僕は、都市の生物多様性を科学・技術レベルで支えようとする国際ネットワークのURBIOメンバーとして参加。
“City & Sub-National Biodiversity Summit” が、10月15日、16日に開催されることが決まったとのこと。けれども、インド政府と
Andhra Pradesh & Greater Hyderabad 地方自治政府の共催で行うこと、それをICLEIがプログラム作り等をサポートすることが決まってはいるようだけど、具体的な実行体制はほとんど決まってないみたい。大丈夫か。。
URBIOからは、第3回の国際会議URBIO2012を、10月8日〜12日にMumbaiで開催すべく、Prof. Haripriyaを中心に準備中である旨を報告。そして、インドから来ていた代表者に、URBIO2012と連携していただき、会議成果をインプットできる場を作ってもらえるよう依頼。とりあえず約束はしてくれたけれど、今の準備状況を考えるとどうなるのか不安。
22日の午後には、白鳥日本庭園へのエクスカーションとレセプションが準備されていた。レセプションには名古屋市長も登場。COP10の際に松本環境大臣(当時)が、議事採択の際に打ち鳴らした木槌が、生物多様性条約事務局から名古屋市に寄贈された。その木槌を囲んで、道家さん(NACS-J)や森本先生(京都大)と記念撮影。
◆ 以下、URBIOへの報告メモ
Third Meeting on the Implementation of the Plan of Action, including a meeting of the Global Partnership on Local and Sub-National Action for Biodiversity and its Advisory Committee of Cities was held at Nagoya, Japan, March 22-23, 2012.
In the meeting, Mr. Sunandan Tiwari of ICLEI stated that “City & Sub-National Biodiversity Summit” would be held at Hyderabad, India, October 15-16, 2012. The Summit will be hosted and facilitated by Government of India, and co-hosted and co-facilitated by Government of Andhra Pradesh & Greater Hyderabad Municipal Corporation. ICLEI will act as program coordinator and organizer. Objectives of “City & Sub-National Biodiversity Summit” proposed by ICLEI are as follows:
1) Review the implementation of Plan of Action, taking stock of the main programs that have emerged as a result of, or in support of, the Plan of Action including ICLEI’s Local Action for Biodiversity and Cities in Biodiversity Hotspots Programmes, and the Singapore Index on Cities’ Biodiversity,
2) Review the implementation of strategies, by local government, sub-national government and others, in response to the Plan of Action,
3) Express intent and consensus on positions among political leaders at the local and sub-national levels in a declaration characterizing the Summit and advancing the Aichi/Nagoya Declaration on local Authorities and Biodiversity,
4) Contribute to COP11 through a show of local and sub-national level support for Parties’ Implementation of the CBD including a possible speaking opportunity for local and regional government at its high level segment,
5) Contribute to COP11 through support for any COP decisions that may complement and build on existing COP decisions on cities and sub-national governments for biodiversity,
6) Launch important initiatives such as Cities and Biodiversity Outlook publication and Cities in Biodiversity Hotspots Programme,
7) Provide a platform for the exchange of global local government expertise and experiences.
Prof. Morimoto, co-chair of URBIO2010, introduced that the 3rd International conference of Urban Biodiversity and Design (URBIO 2012) is being organized by the Indian Institute of Technology Bombay and will be held in Mumbai, India, October 8-12, 2012. Conference themes were also announced. Expectations to URBIO was expressed from the participants.
